The game currently has two very different control schemes: advanced, and normal. It can be switched in the options menu. Keys cannot be rebound.

With advanced controls enabled, holding down Shift will make actions affect your offhand. For example, picking up an item will always fill your main hand unless you're holding it.
The default controls are dumbed down yet arguably more confusing. When you pick up an item, the game will guess which hand it should go in. Holding down Shift will make actions affect your offhand just like it does with the Advanced Controls.
Weapons need to be given bullets to actually do anything. With a weapon in your main hand and a magazine in your offhand, press R (while holding shift if you use advanced controls) to load it inside. Magazines already inside guns don't have to be taken out for a new one to replace it.
Money and disks act just like magazines that can be loaded into open briefcases. Only 4 stacks of cash will fit in one briefcase.
